This is a valuable form that properties with emergency power generators can use to document the regular generator operation (remember: automatic timer systems activating the generator still need to be documented to avoid defect entry!) By filling out this form for the past 12 months, the property will avoid a defect under the Inspectable Area Building Systems; Inspectable Item: Emergency Power; Inspectable Defect: Run-Up Records/Documentation Not Available; Level two or three.

  UPCS Report Glossary

This glossary was initially created for internal use by The Inspection Group’s field inspectors when performing annual inspections. We would provide this glossary to help our Clients understand the notes that we use and enter appropriate work orders. Since then, we have also offered this form in our UPCS Training Classes and for any other property that requested it. Numerous management organizations have installed this terminology into their work order system to help keep everyone in the organization speaking the same language and saving invaluable time of maintenance personnel by knowing exactly what the work order is issued for and what materials and tools they will need to complete the job.

Have your REAC inspections coming up soon? Here’s a list of materials that your maintenance staff can use to quickly and effectively utilize to repair many common property problems and avoid defect entries during your REAC inspection. 

  REAC Certification Form for repairs for Life Threatening Health & Safety defects

HUD REAC form that needs submitted to proper contract administrator to inform them that you have remedied all Life Threatening Hazards observed and documented during a REAC inspection. Must be submitted to proper office within 72 hours! In addition, a HUD QA inspector may arrive at your property unannounced to verify that you have completed these hazards.

  REAC/PASS Appeal Form

Not happy with the results of your REAC inspection? Well, this form will only help you if the REAC inspector made obvious errors in identifying point-deducted defects. If you are a Public Housing Authority, you will need to use this form and need to get it all submitted within 15 business days of posting on the HUD website. If you are not, you must use a letter format to plea your case, but review the checklist on the center of the page to make sure you included everything you need to win your appeal. Non-PHA properties only get 30 business days from the posting date to submit this documentation, so check the web site daily after your inspection and be ready to roll! Remember – the more documents you include the better your chances of being successful, including actual defect definitions, photographs, and a detailed explanation of the situation. All work in progress that the REAC inspector identified as a defect, or all components that were entered as defects that are not under control/ownership of the property are all appealable items and REAC should return the points deducted if documented properly, regardless of paperwork already submitted to HUD.   Suggested RFP for UPCS Annual Inspections

This document provides a suggested wording for PHA’s and management companies that are interested in contracting to an outside firm the job of inspecting their properties to meet HUD’s annual UPCS requirements, in addition to the many additional benefits that we include. This file will save the housing professional many hours trying to re-create the wheel and starting from nothing to create an RFP that many times doesn’t really meet the needs of the housing organization to begin with. If the proper qualifications, proper procedures, and proper documentation are not clearly and specifically called for in the RFP, the selected contractor can weasel out of the contract through loopholes and end up failing to take advantage of the opportunity of truly helping the organization and improve their REAC scores while also meeting the annual inspection requirement needs. 
 
  UPCS Training Special

This is a flyer that we have been sending out to solicit sponsors for our UPCS Training Class. PHAs and management companies that have taken us up on this offer have received our training class at their facility for their staff at a greatly reduced cost, with minimal additional requirements. They have also been able to improve relations with area organizations, which helps in resolving similar problems and encourages consortium and group activities. Associations have used this sponsorship to provide inexpensive training for their members and sometimes even to make a profit. This is a phenomenal opportunity for a sponsor to get a great class for themselves and their area colleagues at reduced costs.
