Why are these Annual Inspections important to me?

2 words… TIME & BUDGET! The Uniform Physical Condition Standards (UPCS) protocols are the defect definitions used during HUD REAC PASS inspections. This protocol has become the standard of property inspections for HUD, USDA and IRS Tax Credit housing throughout the country.  REAC PASS scores allow the condition of both private and public owned, subsidized, and insured properties across the country to be compared within one standard scoring system.  HUD also requires the use of the UPCS protocols in public housing during 100% annual inspections (replacing the HQS protocol).  As you know, how well you score, when REAC comes around, has a DIRECT affect on your budget and time!!

Our experienced and knowledgeable inspectors can do thorough inspections in a timely and cost effective manner.  Following the inspections, The Inspection Group’s inspectors will provide you with reports generated from our specialized software and offer solutions for maximizing your manpower and money to score well during your REAC PASS inspections.  For a minimal investment, you could realize a SUBSTANTIAL return when your funding is increased due to higher PHAS scores!

What will we receive if The Inspection Group performs our annual inspections?

Together, The Inspection Group works with our clients to create a realistic inspection schedule, complete with a tenant notification program, if needed. We will inspect all areas in accordance with the UPCS..  Yet, another cost effective solution, we can also perform your Energy Audit while doing these inspections.  All of The Inspection Group’s clients receive at least five reports per property: The Certified Report, which documents all areas inspected (used for official documentation); The List of Deficiencies Report, which lists only the defects, their levels, locations and additional comments (which is great for work orders); The Scored Report, virtually as if a REAC inspection was performed (which is great for showing the relative impact each defect can have on scores); and the Exigent and Fire Safety Hazards Observed Report, the same document provided during REAC inspections, if any of the qualifying conditions are observed.

When is the best time to perform annual inspections?

The best situation would be to allow The Inspection Group to come in, anywhere between 60 & 120 days, prior to upcoming REAC inspections. This provides ample time to complete suggested and identified repairs prior to the REAC inspection process.

  It's like this...

Our FY2001 PHAS score was a 60% and we were in a little bit of trouble...

We contacted The Inspection Group.

First, they conducted a 2-day UPCS Protocol Training Class for all our property management and maintenance personnel.

Second, they conducted the required annual inspections of all our public housing units, including defect reviews and strategic planning for work-order processing.

Finally, they scheduled and escorted the REAC inspectors; reviewed our REAC/PASS inspection reports and suggested appeal process action, if it was necessary.

Our FY2002 PHAS score is a +90%

We are now "High Performers" and won't see REAC inspectors until 2004.
